Remove catalogue v13.0 changes from main

Summary

As discussed in the dev meeting of 8 Dec 2022, we won't be doing the catalogue v13.0 release for now. These means that we need to remove from main all the changes related to this version.

Version v4.8.2-1 will not be tagged as a catalogue release (the version number may still be used the future for other features).

Requires manual tests in pre-production
