New states REPACKING/EXPORTED, new internal states, new maintenance runner for cleaning-up retrieve queue requests

Summary

Due to the complexity of this merge request, we are merging it into the release_v4.8.0 branch instead of main. This branch will be used for tagging version v4.8.0-1.

This branch is based on top of release v.4.7.14-1. This way, only the repacking changes will be included in this release.

This CTA release contains significant changes related to repacking, including the addition of new final and temporary states. It may make be incompatible with pre-existing operational tools that relied on the old repacking behaviour.

It will be merged to main and released, together with other minor changes, as part of 4.8.0-1.
