This release provides the merge of Cristina's rao_branch.

This release has extra logging from Eric.  /etc/cta/cta-taped.conf is now the default configuration file of cta-taped.  cta af ls --vid now orders by FSEQ.

SSI removed for now until xrootd bug is fixed, workflows fixed to reach higher rates.

This release prevents the CTA XRootD plug-in from crashing the xrootd daemon of version 4.7-x of XRootD.

Ported fixes of archive queue finding to retrieve queues. This should fix "In ObjectOps::setAddress(): trying to overwrite an already set name" errors.

Release made to test a "faster" version of OracleCatalogue::deleteArchiveFile().

Please note that this is NOT the final version of OracleCatalogue::deleteArchiveFile().  In the future we will NOT delete rows from catalogue database when "eos rm" is executed.  Instead we will simply update a status column to a "deleted" status.
