Added new indexes to the FILE_RECYCLE_LOG catalogue table

Summary

This MR adds indexes on these FILE_RECYCLE_LOG catalogue table rows:

  • DISK_INSTANCE_NAME
  • RECYCLE_LOG_TIME
  • ARCHIVE_FILE_ID

It's part of the following work to make queries on the recycle catalog table simpler:

These changes are not urgent, but can be released with the future catalogue version 15.0.
