Built from 23.0.23 but with additional MRs: !62151 - RoiDescriptor: fix temporary string in range_error exception !62152 - HLTSeeding: catch exception from RoI unpackers !62191 - fix TrigL2MuonSA config for muoncalib Tested with test_trigP1_v1PhysP1_build.py with no errors/diffs with the current ART tests.
