Add CMake option to enable LTO for AtlasGeant4

Use of LTO in Athena builds is not currently possible if the GCC checker
plugins are in use. These are not yet LTO-aware, leading to build
errors. Disabling these globally or per-LTO-using-package is not
feasible as it could lead to the introduction of bad code.

Whilst the plugins are made LTO-aware, introduce CMake option in Athena
and AthSimulation for enabling LTO builds of the AtlasGeant4 "big"
library. Set to OFF by default so that "normal" builds are unaffected.
Builds wanting LTO can set the option to ON, but must also set
ATLAS_USE_GCC_CHECKERS to OFF in this case.

At the same time re-enabled the usage of the GCC checker plugins
in the Athena build, and explicitly turned on link-time-optimizations
for the VecGeom and Geant4 builds in AthSimulation.

In order to allow LTO to be used, as a temporary measure.

Adding R-Hardons to AthGeneration

In order to generate R-hadrons, there are some python helper functions
that are needed and are coded up in the RHadrons G4Extensions package.
This package has protection in the CMakeLists file against trying to
compile anything more complicated when working in AthGeneration (as far
as I can see this should still function correctly), so we should just
get the python files installed in AthGeneration and be able to do the
event generation.

AthSimulation: remove DetDescrCondTools from package_filters.txt
