Finished configuration overhaul. Actual testing in trigger runs into environmental issues on lxplus-gpu CentOS 7 container, to be solved during/after the MR, but the configuration is there.

Clean up legacy TrkEventCnvTools config

Now that test works from ATLASRECTS-7846

1) Add decorations for distances to jets+SV1 and nTracks for found SVs
2) Introduce vertex ordering based on probability to be real vertex, not fake
3) Correct errors in treatment of 1-track vertices

minor fix for fCore variable definition in DiTau reconstruction

Remove the global `ConfigFlags` instance and the safe-guards to delete
the instance manually from the various skeletons and drivers.

1. `MuonReadoutGeometryR4/RadialStripDesign.icc`: lambda capture 'this' is not used (triggered warnings in 19 client packages)
2. `DiTauRec/ElMuFinder.h`: unused private data member
