Call fillCache for sTGC

The particles are assumed to be created from Acts tracks and
additional monitoring is performed using the original Acts
tracks.

When creating track particles from Acts tracks, also
add an element link back to the track the particle
is based on.

Implement a special indexing policy which will create track
proxies when dereferencing element links packed in an optional,
and added dictionaries to write and read such element links.
