MuonConfig: drop RPC cabling map override

Hello,

This MR is dropping a conditions override for RPC cabling maps. Run3 MC global tags should contain these folders natively (e.g. https://atlas-tagservices.cern.ch/tagservices/RunBrowser/runBrowserReport/rBR_CB_Report.php?CBAction=GlobalTagReport&cbgt=OFLCOND-MC23-SDR-RUN3-02), so the override should no longer be necessary. Related ticket: ATR-25059.
