InDetConditions: add AccumulatorCache to some Cfg methods

Try to fix issues when we have just solenoid map

Rename `defaultTestFiles.RAW` into `RAW_RUN2` to make it explicit that
this is a Run-2 file.

BFieldCache Change the code so as to emit more clang like assembly for gcc

The setting of the minimum currents for the Solenoid/Toroids somehow got
lost in the migration of the field services from Run-2. This is the
value that is used to judge if the magnet is on/off and is relevant for
the HLT.

Closes ATR-26415.

CondCont.cxx: Remove spurious cout

Move the `AtlasFieldMapCondAlg.LoadMapOnStart` setting into HLT-specific
job options. This should only be enabled when running in athenaHLT or in
a partition. Plain athena will not have a valid `EventContext` available
before the first event.

This went unnoticed until gaudi/Gaudi!1347 fixed a bug in the initialization
of the `EventIDRange` class.

see mismatch with zone lookup and zone->inside check for muons. Try only for solenoid for the moment, until mismatch is understood.

added logic to look into the current zone which has been used by the AtlasFieldCache to cache the field description for one cell. The current zone has multiple cells, e.g. for all of the solenoid. This avoids re-looking up the same zone as one navigates out of a cell
