Render "jet context" be dependent on ConfigFlags

Remove the global chain config store in `HLTMenuConfig` and instead
pass the list of chains explicitly where needed. This avoids keeping
references to the `Chain` class (which internally holds references to
CAs) longer than needed.

Relates to ATR-29211.

ZdcByteStream: remove legacy job options

New TileTBCellMonitorAlgorithm has been added to monitor Tile TB cells for Run 3.

Functionality has been copied from TileTBCellMonTool.

Configuration of Tile TB cell monitoring algorithm has been added for Run 3 (CA-based).

Test of Tile TB cell monitoring algorithm has been added.

TriggerMenuMT: fix for unmerged CAs (ATR-29211)

menu caches until a better solution can be found.
