FUSEX: Provide JSON stats when configured

Provide a log file (/var/log/eos/fusex/fuse.{instance}.stat.json) with the statistics in JSON to be used for monitoring. This is enabled with once the fusex configuration file (/etc/eos/fuse.{instance}.conf) contains an .options.jsonstats attribute that is non-zero.
