CMake updates to allow compiling EOS using external dependencies installed into /usr

This merge request has updates for allowing me to compile EOS on my machine against dependencies installed into /usr. I tried to keep as much as possible the previous behavior of preferring things installed into /opt/eos. If something doesn't work for you, please let me know and I will fix. After some iterations, the CI builds are now passing.
