Upstream EventInfoGlobalAlg

The EventInfoGlobalAlg is currently scheduled as the last part in the analysis configs, see e.g. bbyy_config.py. Most of the analyses are implementing different triggers for 2015 and 2016 though and reimplement this, defeating the purpose of a common algorithm. This algorithm should be migrated in the central configs, such that the analyses can directly retrieve the dataTakingYear decoration.
