Migrate (Anti-)TauDecoratorAlg to bbttAnalysis
The anti-ID tau decoration requires pT thresholds for leptons and hadronic tau objects that are specific to the bbtt analysis.
The implementation of !515 (merged) duplicates some of the enums that are already defined in the bbttAnalysis, too.
In the long term it is also important to keep in mind that certain conditions similar to offline selections are checked in order to select the anti-ID tau candidates, which in the current case cannot be loosened downstream with respect to the one implemented in TauDecoratorAlg.
