Updating the VBF veto selection to be closer to the Run2 legacy analysis

This MR implements what was discussed in this issue: #204 (closed) and defines the VBF veto in a similar way as in the Run2 legacy analysis.

We will use this to perform another comparison round and then try to optimise the selection
