Update Run 3 luminosity in GetXSectionTool.h based on Standard GRL

Follow up to !437 (merged)

The previous Run 3 luminosities correspond to non-standard GRL which have not been used so far

If alternative GRL are to be used, the luminosity should be made configurable in the tool.
