Send periodically comma characters from the OptoHybrid

In the current link protocol between the OptoHybrid and the OTMB/GEM back-end, the BXN[1:0] = 0 frame marker, used as comma, might not be sent regularly, or even at all, if the chamber is very active (constant overflow). The comma symbol should be sent at least once per orbit (?)
