Merge changes for GEM online software compatibility

This MR merges into devel the various developments from top-ui-dev (see !145) required for compatibility with the GEM online software both the production and development stands.

More specifically, it includes all top-ui-dev changes (as of 31.07.2023) except the recent CSC simplified Ethernet switch ones. Additionally, fixes for the least tested systems/features are included (QC7 CVP13, CTP7, GitLab CI,...)
