Bump the number of MGT & QPLL supported by the CTP7 DRP controller

This MR starts with a few Hog-related commits which bring bug fixes and enhancements collected during recent developments.

The core of this MR consists of a single, simple, commit which bumps the number of MGT & QPLL support by the CTP7 DRP controller. It is meant to give access to all MGT and thus optical links to, among others, perform eye scans on the MiniPOD transceivers.

Finally, the additional commits pushed on top of top-ui-dev in !145 are cherry-picked and the conflicts resolved:

  • Add LpGBT link TX phase (similarly to the feature already implemented for the GBTx links)
  • Add a worked eye scan with an optional waveform view
