Optohybrid integration and cumulative updates:

• Re-organization into BEFE repository
• Replacing Artix-7 FIFO IPs with XPM
• Cleanup of build scripts
• Addition of TMR to (almost all) firmware blocks
• Addition of new trigger link format
• Addition of trigger data on GBT e-links
• Conversion to HOG
• Update to new numbering scheme in GE21
• Overhaul of cluster building (mostly re-written and cleaned up)
