Provide meaningful GEM QC7 flavors

Over time the CPV13 ME0 and GE2/1 flavors became confusing. This MR attempts to provide a sane default build for both stations as well as QC7 dedicated flavors specifically tailored for the purpose.

The TL;DR is as follows:

  • ME0
    • Default build -- 1 GEM block controlling 2 layers
    • QC7 build -- 2 GEM blocks, each controlling 1 layer
  • GE2/1
    • Default build -- 1 GEM block controlling 1 layer (i.e. 4 OptoHybrids/modules)
    • QC7 build -- 1 GEM block controlling 1 layer, but with 3.2 Gbps trigger link receivers rather than GBTx copper link receivers

The local DAQ fibers are always available in the last QSFP+. The ME0 fibers mapping is identical between the 2 flavors, with a small complication to "extract" the local DAQ links. The GE2/1 fibers mapping is identical between the 2 flavors (2/4 QSFP+ used for the GBTx links), except for the added 3.2 Gbps trigger links. While the default GE2/1 could possibly control more OptoHybrids (6-7 with local DAQ; 8 without local DAQ), it was not judged useful at the moment -- better to keep it simple!
