Made 2 ISF libraries into OBJECT libraries.

This was necessary, because ISF_FastCaloSimParametrizationLib just could not
stay a shared library. As it was linking against a G4 dependent OBJECT library
(G4AtlasToolsLib) already.

And making ISF_FastCaloSimParametrizationLib required ISF_FastCaloSimServices
(the only client of ISF_FastCaloSimParametrizationLib) to be turned into an
OBJECT library as well.

Also updated the AtlasGeant4 package to make use of the newly introduced
OBJECT libraries.

Fix for the Event Service in 22.0

DataQualityConfigurations: Update Tile DQ WD config for data corruption tests

The threashold for data corruption test has been increased
for EBA40 due to known issue for cosmic and HI runs.

Tile data corruption test configurations (for collisions, cosmics and HI runs)
have been updated to specify which bin contains number of entries (events)
to calculate correctly fraction of errors.

dqm_algorithms: Add possibility to specify bin with entries

MaskedBinRow algorithm has been updated to add possibility
to specify which bin contains number of entries.
This functionality will be used to test historgrams
with Tile data corruption to calculate correctly fraction of errors.
