TileMonitoring: Fix cppcheck warning.

Add array bounds check.
Also make some static data const.

Add a reserve() where we know the container size (TrigHLTJetHypoAlg)

This speeds up diff-root by about 20%.

Avoid calling leaf_fromdump if we don't have to.
Don't deduplicate skip list each time.

There are no boffperf chains for the preselection tracking, so this runs the tests
in a b-jet chain. The perf chains are mu+el+jet chains, so these will be added at
a later stage

TrigT1CaloByteStream: Fix decoding of CPM overlap towers.

When we're asked to decode CPM overlap towers, the sgkey is CPMTowersOverlapAux.
However, the decoding tool, CpByteStreamV2Tool, was only recognizing
keys that end with exactly Overlep.  The upshot is that both the core
and overlap containers were identical.  Now fixed.
