Add digitized waveform reconstruction for simulated calo and scintillator hits

Adding @gwilliam 's WaveDigiTools, ScintDigiAlgs and CaloDigiAlgs which perform waveform reconstruction for simulated hits based on a crystallball function, as well as @notarann 's changes to make the CB parameters python configurable.

A digitization reconstruction job can be run using

Waveform/WaveDigiTools/share/WaveformDigiAndRecoExample_jobOptions.py
