VetoNu identifier

Eric Torrence requested to merge torrence/calypso:waveform-conditions into master

Add VetoNu identifier.
Update Bytestream converter (and cable map tool) to handle this new detector for real data.
Also add new configuration data of full-scale ADC range to set the waveform reading in milliVolts be used in waveform reco.
