mask noisy strips

Create a condition database from the NoisyStripFinderHist.root and add FaserSCT_ConfigurationConditionsTool and FaserSCT_ConditionsSummaryTool which provide a isGood method to check if a strip is noisy. This is used in the FaserSCT_ClusteringTool to create clusters without bad strips.
