NoisyStrips Update

Eric Torrence requested to merge torrence/calypso:torrence-noisystrips into master

Add some additional features to the NoisyStrips tools.

  • Fix configuration used in reco
  • Write to data or MC DB as needed
  • Save run and lumi block to be able to write proper IOV in output DB
  • Add utility to write empty noisy strip DB
