Fix duplicat track issue

This MR includes a few changes:

  • Fix the duplicate track issue (create additional state with the fitted track parameters at target surface)
  • Add more variable in Root writer
  • Fix the KF refit no material effects bug
  • Inflate the covariance of starting parameters by 10 in the KF-reft
