November 11, 2021 update for testbeam reconstruction

Updates to r0002:
  New geometry configuration code, including code to simply creating new conditions DB
  Spacepoints are reconstructed and persisted to the POOL Tree
  Waveform baseline determination is restricted to times before trigger, fixing bias in baseline determination
  Waveforms from all channels in a detector are saved when at least one channel is above the threshold for a hit
  Waveform fit window extended to -30 ns to +90 ns from observed peak
  Calorimeter reconstruction algorithms and xAOD data objects defined, but not used
  Updates from Ke for track residual code
