FTS-1826: Profiling Throughput Log Message Metrics

Tom Hepworth requested to merge profiling_throughput_new_metric into develop

Add log lines to the fts3server.log with throughput information per (fileid, source, dest) in a way that can easily be ingested by fluentbit.
