AthenaCommon: Throw exception on Property parsing errors

Set `GAUDI_PROPERTY_PARSING_ERROR_DEFAULT_POLICY=Exception` environment
variable to always throw an exception on property parsing errors.

Relates to gaudi/Gaudi#163.
