DataQualityConfigurations: Cleanup Tile DQ Web Display configurations

Tile DQ Web Display configurations for collisions, heavy ions, and cosmic runs
have been cleaned up to remove unused histograms configurations, algorithms,
thresholds because the corresponding histograms are not produced anymore.
