Fix compilation errors in EFTrackingXrtAlgorithm:

- Fix explicit constructor errors by properly initialising ReadHandleKey and WriteHandleKey objects
- Move VSize struct out of anonymous namespace to resolve internal linkage warning

TriggerMenuMT: temporarily comment out Anomaly Detection chains

Hello,

The anomaly detection chains introduced in !78373 are causing a huge increase in RAM. We have to comment them out until the cause of the problem is fixed.
