Heinrich Schindler requested to merge negative-ions into master

Add table of negative ion mobilities and functions to set, retrieve and interpolate the negative ion mobility (and velocity). First attempt to simulate the signal contributed by negative ions produced in an avalanche (in DriftLineRKF).
