It was needed to test ROOT 7 prototype histograms, but the CMake
configuration was not updated when the test was removed.

Record in test reports only the environment variables that are
meaningful for debugging.

By default record ".*PATH", "BINARY_TAG" etc., but the selection
can be extended in specific test classes setting the class attribute
"env_to_record" (list of regular expressions used to filter variables
names), or by setting environment variables like GAUDI_ENV_TO_RECORD,
GAUDI_ENV_TO_RECORD_1, ... to other regular expressions.

Deprecation took place 8 years ago, so it's probably time to cleanup.
Only 2 auditors were (kind of) using them, and they were easy to modernize

Note that this is not a proper fix but rather a workaround.
It seems that this version of local_valgrind is outdated and not able to properly detect modern ARM platform.
Besides one could wonder why we have to replicate a header from valgrind here.

Modify ServiceHandle to fall back on dynamic_cast if the template
argument is not an abstract interface. This is similar to the way
ToolHandle works for concrete tools.

This also adds the new header Gaudi/Concepts.h to host C++20 concepts of
common utility, starting from Gaudi::IsInterface<T>.
