Compilation of Gaudi-v36r13 fails with oneTBB

Dear Gaudi developers, @clemenci,

Following a request from ATLAS, we attempted to upgrade the version of tbb in the LCG stack to the latest one, which is 2021.9.0 (released on Mar 30, 2023) and now called oneTBB.

I must admit that this update is a bit aggressive considering that the version in the stack was 2020_U2, released on 16 Jul 2020. I'm uncertain about the feasibility of this migration since oneTBB is the next version of TBB. Certain interfaces have either been removed or modified.

I have attached the Gaudi build log file, which contains all the error messages.
