Resolve "test wrapper report logic is the wrong way around"

Marco Clemencic requested to merge clemenci/Gaudi:3-fix-test-reports-quoting into master

Apart for the bare fix of #3 (closed), this changes the way the validator and options sections of the .qmt file are rendered (actually delegating the rendering to CTestXML2HTML).
