Delete StatusCodeSvc and its interface

Frank Winklmeier requested to merge fwinkl/Gaudi:remove_StatusCodeSvc into master

StatusCodeSvc has been deprecated (and non-functional) since Gaudi %v36r0. Delete the service, its interface and the ApplicationMgr.StatusCodeCheck property.
