Drop StalledEventMonitor and WatchdogThread

Marco Clemencic requested to merge drop-StalledEventMonitor-and-WatchdogThread into master

They have been replaced respectively by Gaudi::EventWatchdogAlg and Gaudi::Utils::PeriodicAction. See !1589 (merged).
