Make runtime declaration of auto-loaded data inputs be recognized by the Precedence Service

• perform runtime declaration of auto-loaded data inputs (i.e., their attribution to a special "Data Loader" algorithm) before the Precedence Service is initialized;
• add a test to check the above-mentioned mechanism.
