Use UTC times and fixed-size formatting in the Python gaudirun.log.

I developed this for GaussMP (LHCBPS-1795), but I realise that this would affect the gaudirun log of all python applications. Maybe it would be better to have this configurable somehow, but this is a first very quick fix proposal to ask for feedback...
