GSL is the only GPLv3 dependency of Gaudi and AFAIK is used only by LHCb, so can remove it from Gaudi (to be licensed as Apache 2) and add it to LHCb (already GPLv3).

there is still an indirect dependency on GSL via libCLHEPRflx.so (see https://sft.its.cern.ch/jira/browse/SPI-1287)
