Hello,

This MR is just taking a calculation out of a loop, to be a bit more efficient.
I also dropped the explicit declaration of variables that are just int->float conversions, for simplicity.

Migrate the unit tests to `IOptionsSvc`. Use `bind` instead of the
deprecated `setMyProperties` interface. Since `bind` always succeeds
there is one less ERROR message that got removed in the reference file.

RingerSelectorToolsEnumDict is loaded during configuration, and cannot
depend on Athena libraries or we may see failures with loading converters.
It depends on PATCore, which used to have minimal dependencies, but now
depends on AthenaBaseComps.

The pieces we need from PATCore were split into a separate library,
so depend on that instead.

Also clean up the cmake file.

GSF : since the constents GSF and ForwardGSF Fitter are parts of the same class, merge the .cxx
