Tweak the track building functions and example configs to work properly

Daniel Thomas Murnane requested to merge dmurnane_trackbuilding_tweaks into dev

Some small tweaks to:

  • The track building functions to make it align more closely with the other stage behaviours
  • The track building eval configs in the examples, which were plotting in logspace starting at 0 (error), and were missing target_tracks
