Regionalization Graph Construction

Work In Progress:

Regionalization Graph Construction code is done and works properly, but need to cleanup code.

TODO:

  • Need to cleanup existing code and consolidate and make clear comments.
  • Need to test existing code for any errors and if ValueErrors are catching them.
  • Need to rebase to main and find resolve all differences between versions.
  • Need to re-test the code against rebase issues due to code updates.

This will take some time. The eventual goal is to have regionalization (at the data_reader stage) as an option for users by turning on flags in the config file.
