Fix track building eval

Jay Chan requested to merge jay_fix_track_building_eval into dev

This address the issue #118 (closed), caused by the API change in Pandas 2.0.

In addition, it fixes:

  • Case where target_tracks is not provided in the track building eval yaml.
  • Case where track_particle_eta is not present in the pyg data
  • A minor fix for graph construction when one of the datasets is not used.
