Draft: Add Truth Tracks model

This MR add TruthTracks model in the track building stage. The model reconstructs acorn truth traces from track edges. Target particles can be selected by setting the target_tracks key in the config file (see the example added in CTD23). The hits a truth track are sorted by hit_r.
