Add HGNN and CC_and_removal_junction models for track reconstruction stage.

This version allows Acorn to run with the following versions of the environment packages:

- torch: 2.1.x
- pytorch_lightning: 2.1.x
- pyg: 2.4.x
- cuda: 12.x
- cugraph: 23.12.x
- torch_scatter: 2.1.x

The code remains compatible with previous versions (torch 1.x, etc).
