[MONIT-3967] Make sure helmchart is fully configurable

As part of this commit the following additions have been done:

* removed templates/namespace in favor of `.Release.namespace`
* use `enabled` flags per component
* add metrics server dependency (it was missing)
* add to the readme file all default values with its description
